In YC115, the Ishukone-Raata Enforcement Directive declared the creation of a new Department of Internal Affairs, and named Katrina Oniseki to its head. Among its mandates were the transfer of control of I-RED's armed peacekeeping forces, formerly under joint oversight of Human Resources & Defense. Sweeping powers were granted to the new department including search & siezure, arrest, and a mandated oversight of Human Resources itself.

The Director's first edict was the immediate restructuring of said peacekeeping forces and designating them as "Internal Watch". Surplus funds and militia-grade equipment were redirected to the newly empowed "peacekeeping" forces. Their numbers more than quadrupled in size, eventually bulking out to the size of nearly six full battalions at their greatest size.

Alongside the militarization troops, Director Oniseki signed into contract the "Loyalty Act of YC116", effectively mandating the immediate review of all non-capsuleer employees and contractors of the Directive. While ostensibly designed to weed out disloyalty and subterfuge, the Loyalty Act was in actuality a thinly veiled attempt to eliminate political and business rivals of the Director herself.

In late YC116, a rogue agent of the Internal Watch lead newscasters to the site of mass graves in the Syndicate Region, alleged to contain the final resting place for thousands of victims of the Director's efforts. A short but bloody struggle ensued as the agent was hunted down and silenced. Unfortunately for the Director, the truth had been revealed, and her only remaining superior - Taisho Revenant himself - signed an arrest warrant for the disgraced executive with his own pen.

The details of her court martial were never revealed, but the Director resigned her position and retired with full benefits and honors; as did the Taisho himself. Following her out, were the troops she created.

Today, the former Director markets her paramilitary forces as a security contractor. Despite her history among capsuleers, business with her new company has been fairly profitable.

Yet her narrow escape from certain disgrace and even incarceration has not tempered her original ambitions, and she yearns for the day when she might see them finished...
